Shrimp wrapped in almost raw pasta?

I was at a restaurant where I ordered the shrimp ceviche. When the dish came it was like the shrimp was wrapped in a pasta of some sort. Does anyone know what this is called.

A guy told me that it’s cooked very lightly in oil. I don’t know if he knew what he was talking about or not.
