Can I eat beans that are still quite tough?

I bought a lot of kidney beans, and was cooking them for 2 hours but they are still quite chewy and hard. I made all lunches for this week with these beans, because I thought its okay - two hours has to be enough.. But they are still hard, even after microwaving it at work.
Any idea if its safe to eat? They are probably too old.
